To demonstrate that the fixed-dose combination of telmisartan 80 mg plus amlodipine 10 mg is superior as first line therapy in reducing mean seated trough cuff systolic blood presure compared to the monotherapy of amlodipine 10 mg in patients with type 2 diabetes and Stage I or II hypertension.
